GOVERNING BODIES CALL FOR COMMONWEALTH GAMES REFORM |

A
substantial number of the Governing Bodies of sports in Wales have called
for a radical change in the Commonwealth Games Council for Wales Limited (CGCW).
The
Governing Bodies, which include the major sports of athletics, swimming
and rugby, have requested a Special General Meeting of the CGCW to
consider a resolution to remove its Directors. The
Governing Bodies want to reform the current CGCW organisation structure
which they believe - having served Wales well - now needs to become more
professional. They believe
that it does not represent the interest of its members and should be run
as a more modernised and professional organisation. The
Governing Bodies are also concerned that there will be no public money to
support the Wales team for the 2006 games in Melbourne as the Sports
Council of Wales and the Welsh Assembly Government have refused to finance
the team unless the CGCW commits to a reform. Winning
31 medals, the 2002 Commonwealth Games in Manchester, were Wales most
successful ever. However, Governing Bodies, coaches and team managers alike
identified the need for change which essentially meant a need for greater
professionalism and a competitor centred approach within the CGCW. Following
the 2002 Games, the Sports Council for Wales published a report which was
based on an independent survey involving competitors, coaches, team
members and HQ staff. The group of Governing Bodies argue that those
recommendations which applied to the CGCW had been largely ignored and
CGCW has not given them serious consideration.
Initially,
the Welsh Assembly Government had indicated that funding of £100,000
would be made available with an additional sum of £150,000 on a match
funding basis. This offer has
subsequently been withdrawn as the CGCW have declined the requests of the
Sports Council for Wales and the Welsh Assembly Government to become a
more modernised and professional organisation, which represents the
interest of competing sports at the Commonwealth Games. Please direct any queries or interview requests to

Audrey Whitley |

It is with regret that we learned of the death of Audrey Whitley who passed away suddenly on 29th January 2005.
Audrey was a former Welsh international hockey player who also held the distinction of being an international netball player before turning to hockey.
Both
she and her husband Les were stalwart members of Wrexham Hockey Club and
Audrey had held almost every position within the Club, culminating in
being a very worthy Chairman. Many pupils will also remember her from
Grove Park School where she was a very competent PE teacher. Further
afield, Audrey was a former North Wales President and Treasurer as well as
being East Clwyd President. From 1988 – 1990 she was Secretary of
the Welsh Women's Hockey Association and had also represented North Wales
as a Council member. Many players will remember that Audrey took
responsibility for running the Welsh Veterans’ matches, which was very
much appreciated and enjoyed by all. Indeed Audrey was extremely adept at
running Tournaments for schools, country and club. The fact that Wrexham
Club Tournaments attracted many top teams from the North West was entirely
due to Audrey’s meticulous organisation. Another
talent of Audrey’s was writing articles and she was able to produce much
information relating to hockey history. In fact she published a history of
Welsh Women's Hockey in 1995 after completing much research. Only
a couple of years ago she held a party for North Wales hockey friends and
Anne from the south, as a farewell before her impending move to Kent to be
nearer her daughter Eleri. This was such a pleasant evening for all those
invited. The Wrexham Club will always be grateful for her loyalty and
support throughout a long period of time.
We feel certain that many others in Welsh hockey will agree, that
Audrey was a volunteer of the highest calibre. Our
condolences go to Eleri and family at this sad time. Mary

Maurice Richardson |
|
It is with great regret that I have to inform everybody of the passing of Maurice Richardson of Whitchurch Hockey Club. Maurice who had been seriously ill for some time passed away in Masterton, North Island, New Zealand today. Maurice of course was very well known in the South Wales area, however, most people throughout Welsh Hockey will remember Maurice as the "Voice of Welsh Hockey" over the Public Address System during countless Welsh Hockey Events at the Welsh Institute of Sport over many years. Maurice will be sorely missed by his club, colleagues in Welsh Hockey and all hockey enthusiasts throughout Wales, our condolences are passed to his wife Val and their family. |

GREAT BRITAIN OLYMPIC HOCKEY |

PRESS RELEASE DATE: 25 January 2005 EMBARGO: No Embargo The following briefly summarises the main outcomes of
the GBOHL meeting held at Bisham Abbey on 22 January 2005. The Associations Response to the FIH regarding relinquishing
rights to participate in World Cup Events
1.
Scottish
Hockey confirmed that a thorough evaluation of their current business plan
had been undertaken which had been designed to meet objectives already
agreed with Sports Scotland for funding purposes ending 12/2006. The
Minister for Sport in Scotland further reconfirmed these objectives to
Scottish Hockey in a meeting held 23 December 2004 2.
In
January 2005 Scottish Hockey called an EGM of their members who voted
unanimously not to relinquish their right to participate in the World Cup. 3.
Wales confirmed that their members at an AGM held on
Jan 8 2005 voted to give their Executive Board the powers to decide an
outcome on the members’ behalf. In
this regard Wales wished to secure ·
A satisfactory outcome of an overall review of hockey
within UK and thorough analysis of GB’s performance structure; ·
A restructuring of the way in which hockey is
developed within the UK, such that it provides as a minimum equal
opportunities to all to aspire to the highest level possible. 4.
England reluctantly accepted the decision of Wales and
Scotland but remained very positive that, as the nominated country, the GB
programme had, in fact, started and therefore wanted the Board to agree
solutions acceptable to the 3 Associations in the detail for operations of
producing medal-winning teams. 5.
All Associations agreed that they would co-ordinate a
suitable response to FIH to be released as soon as possible. 6.
The GB Board noted the responses and agreed that the
decisions made, and any future alternatives reconstruction issues the
countries might wish to discuss, were solely for the Associations as
members of FIH to agree. 7.
The Board wished to now focus on their prime purpose to identify
solutions that will allow for best performance and opportunity at Olympic
level by all the athletes in England, Scotland and Wales, given the
parameters set by the Associations. Review of the process agreed for GB Olympic
qualification 2008 8.
The Associations confirmed their continuing confidence
in England being the nominated country to FIH for both Men and
Women to secure the Olympic qualification for GB. 9.
The Board considered a Focus report relating to the
nominated country, England, of their performance programme of all Senior
and U21 Men and Women programmes leading to the World Cup September 2006. 10.
The Board were particularly interested to consider the
programme in relation to the new qualification rules for World Cup
and Olympic Games i.e. results arising from the Euro Nations Cup now held
every second year with effect from 2005. Key points noted were: 1.
England, they’re nominated country, to secure the OG
qualification represented circa 85% of GB playing resource. 2.
Reviewed England 2 year historical performance and
noted the time frame between ·
Senior Women had ranked higher in the Women’s World
Cup November 2002 than the subsequent 2004 Women’s Olympic Champions –
Germany in August 2004 ·
Senior Men had secured a bronze medal in the Men’s
European Nations Cup in September 2003 having beaten Holland twice in the
tournament. Holland went on
to win a silver medal in August 2004. ·
The Board acknowledged the potential, as it seemed the
teams have been in touching distance and that there is evidence a short
time can allow opportunity for recovery? 3.
In view of the challenge and risks to the nominated
team to secure qualification under the intensive nature of the tournament
schedule, the Board agreed that, in order to achieve the best results, the
England Performance Unit should have maximum opportunity to provide
consistency of management in athlete development at all levels for as long
a period as possible before any Olympic Qualifier. 4.
Acknowledged the need for consistency in the coaching
leadership to develop and consolidate team play leading to both match and
tournament winning experience. 5.
This principle has been a fundamental thrust of world
best practice and reiterated in many of the various expert consultant
reports submitted to the Board. 6.
External reports had also been considered again by the
Board. The Board, however, regretted that many of the recommendations and
observations written did not consider sufficiently the reality of ·
The FIH new Olympic qualification requirement ·
The fundamental performance aspects that are relevant
to team sports ·
Nor the impact of government political policy with
regard to devolution 7.
The current international objectives of both Scotland
and Wales were also reviewed by the Board 8.
The Board was of the view that, given the respective
objectives of the three Associations to include World, European, and
Commonwealth Games events alongside club international programmes at all
levels (including Indoor), that it would become too complex to integrate a
full GB programme of value which could well defeat more than it would
create. 9.
In this regard, the potential risks to performance
caused by envisaged short-term disturbance of team leadership were
considered in relation to the advantage of sustaining consistency of
athlete coaching and development particularly to the nominated country. The
Current Performance Position The Board identified and recognized the difficulties and practicalities
of meeting the new WC+OG qualification process every 2 years and gave
unfettered support to England, the nominated country, effectively until
Sept 2007 and noted - 1.
To the extent that the Board had no
current resource there could be no immediate performance expectancy
necessarily from GB prior to the OG qualification being achieved by the
nominated country. 2.
To the extent that all Associations
compete in the same competitions, the reality was that the Associations
respective Performance Units were responsible for identifying worlds’
best practice in delivering performance outcomes to their respective
nations. 3.
Any funding required for this being agreed between the
associations and their respective government Sports bodies. 4.
It was now in the interest of GB to produce high performance
athletes that each Association concentrate on their own performance
objectives agreed with their respective government Sports bodies for
international success at all levels. 5.
The Board, in the meantime, will
consider a policy for both the interim and post qualification, bearing in
mind the need for GB activity will be relatively dormant for some time
where the best capabilities should be focused on the qualification effort. 6.
The Board will review its approach to: ·
The future appointments of the GB
Team Coaches and team management recognizing the need to appoint early but
be commercial to finalise the timing. ·
A player selection process, given GB
qualify for OG in 2008, to allow the athletes from all countries to
challenge for places in the team and therefore participate at the very
highest level. ·
Identify and appoint persons,
preferably a combination of successful Olympians or persons with World
level experience, to support the delivery of performance ·
Continue dialogue with the
Associations and government in an appropriate approach to the future
funding requirement for GB should Olympic qualification be achieved Board Outline Immediate Objectives
1.
To write for GBOHL (effectively an independent service
company) a GB business plan to deal with the foregoing and to synergise
into the three Associations own business plans in consideration of their
stated commitment for GB activity. 2.
A restructure of the Board and administration
requirement designed to meet the business plan objectives to allow for
suitable, not dominated by corporate governance, but designed to address
the primary purpose to co-ordinate the delivery of Performance on behalf

Press Release
The Welsh Hockey Union Limited (WHU Ltd) held their Annual General Meeting on Saturday 8th January 2005 in Welshpool. Several matters were discussed at the meeting including the important proposal from Great Britain Olympic Hockey (GBOH) / International Hockey Federation (FIH) that the WHU Ltd "foregoes their representation at World level events in favour of Great Britain".
Although a number of differing viewpoints were heard at the meeting there was a common thread that in arriving at a decision the membership felt that they should consider what was best for both hockey within Wales and Great Britain.
Whilst in general the members
saw merit in following the GBOH / FIH proposal they felt that there were a
number of areas that needed further consideration. Those areas included:

That the WHU Ltd membership gives their Board of Directors the authority to decide whether or not to forgo WHU Ltd's representation in World events in favour of GB. The membership added that the WHU Ltd board should only consider forgoing World Level representation if there is:

Welsh
Hockey Union appoint National Performance Coach |

|
Press release The
Welsh Hockey Union is delighted to announce that David Griffiths has been
appointed as their new National Performance Coach. He will also be taking
over the role as Head Coach of the Senior Women’s squad following Lesley
Hobley’s move to Scottish hockey. Born
in Oldham, David emigrated to Australia at an early age where the vast
majority of his hockey coaching career has been spent at Hockey Western
Australia based in Perth. Having
played to a high standard, he has coached a number of successful teams in
what is widely regarded as the strongest leagues in Australia and amongst
the best in the world. David’s
employment with Hockey Western Australia involved delivery of various
recruitment programmes, organisation of the elite talent identification
system and supervision of the selected talented players through the elite
pathway. David
is also a qualified umpire having officiated at Premier league level as
well as being an experienced squad manager. Married
with 2 children, David’s interests include martial arts and
developmental dancing. Mike
Bull, Chief Executive of the Welsh Hockey Union says “We are delighted
to be able to appoint someone of David’s expertise to this new role. He
has the experience to take the Union to the next stage of elite
development and will carry on the hard work already undertaken by Alan
Lints. We
are grateful to Alan for the work and success he has achieved over the
past 3 1/2 years and wish him well for his return to New Zealand”. |

FROM GREAT BRITAIN OLYMPIC HOCKEY LIMITED At a meeting of the three members of Great Britain Olympic Hockey Limited held at Bisham Abbey National Sports Centre, Marlow on Monday 25 October 2004 the appointment of Roger D Self as President in succession to Dr Anita White was formerly confirmed. The National Associations of England, Scotland and Wales have all expressed their full support for Roger Self, a former successful Olympic manager. The company wishes to place on record its thanks to Dr White for her commitment and effort throughout her term in office and now looks forward to moving Great Britain Olympic Hockey on under new leadership. GB HOCKEY ROAD SHOWS POSTPONED |
|
The GB Hockey Road Show tour scheduled for later this month has been postponed until February 2005. The four date tour was to have included sessions in Cardiff on 23 October, Bisham Abbey on 24 October, Edinburgh on 29 October and a final date in Manchester on 30 October. The availability of key personnel due to take part in the tour was a major factor in the decision to postpone. GB Hockey is keen to provide the best experience for participants in the Road Shows and the postponement will allow resource packs to be developed and to ensure that the speakers best placed to discuss the programmes are available. With the Home Nations currently debating the issue of the level of competition for Home Nations and GB, the rescheduling will also allow the National Governing Bodies in England, Scotland and Wales more time to review the situation. The hope is that this will lead to a more rounded discussion of all issues surrounding GB at the Road Shows, both as lessons learnt from Athens and in determining how to progress towards Beijing and beyond. The revised dates for the whole Road Show tour will be published by GB Hockey and the National Governing Bodies as soon as they are confirmed. For

Rob Charmley passes away |

Clwb Hoci Wrexham Hockey Club
It is with deep regret that we have to announce the death of Rob Charmley a longstanding member of Wrexham Hockey Club. Until very recently Rob had been Chairman of Wrexham Hockey Club for eighteen months. He would have continued in that role but for a serous illness that ended his life this week rather more suddenly than was expected.
Rob had spent many years on the WHU Management Committee while he was also a player for Wrexham Hockey Club. He then retired from playing and Committees, but he always kept in touch. More recently he asked if he could be of help and it wasn't too long before he accepted the role of Chairman again. He was just getting to know the newer members when he was struck down with this illness.
We shall remember Rob as a gentleman who had presence, who listened to all viewpoints, and worked hard at tasks others would shy away from. In short one would suggest that he was a shining example of the ideal volunteer.

I
am delighted to advise you that at the Wales Sports Association (the
umbrella body for all Welsh Governing Bodies) AGM yesterday, Anne Mullin
was officially recognised by being awarded the Welsh Sports Administrator
of the Year title. A
large majority of the WHU membership will already be aware of the huge
number of voluntary hours that Anne commits to hockey and the recognition
is extremely well-deserved and long overdue. As
an indication, Anne’s involvement includes: President
of her club – Newport LHC Vice-President
– South Wales Women’s Regional Committee Life

Great
Britain Olympic Hockey Board Recommendation & Presidential Election |

Issue Date: Friday 8 October 2004 Release Date: Friday 8 October 2004 Following certain comments in the national press over the past few days the Welsh Hockey Union would like to clarify its position. The Welsh Hockey Union would like to categorically state that their decision to nominate Roger Self as President of the Olympic Board was not linked in any way to Great Britain Olympic Hockey’s recommendation to accept the International Hockey Federation’s offer for GB to participate in all world level events. With regard to GBOH’s recommendation, the WHU Board feel that there is some merit in the proposals. However the Board has decided that before putting the proposal to its membership further clarification in a number of areas is required. These areas include the impact of the proposed changes on Wales’ future Commonwealth Games qualification and European Nations, European Club and Junior World Cup participation. Once this information has been received by the Board they will be in a position to fully consider GB’s request prior to placing the matter before its membership at the AGM in January 2005. The WHU considers the issue to be extremely important to the future of hockey both for GB and the Home Countries and do not feel that a rushed decision would necessarily be the correct one. WHU realises that the timescales for such a decision may not be acceptable to all parties, however the significance and magnitude of the matter warrants full consultation and consideration. No doubt a substantial number of our members will have read in the press that the Great Britain Olympic Hockey Board have recommended the acceptance by the Home Countries of a resolution that:
"GBOH welcomed and supported the proposal from the FIH that Great Britain should play in the Champions Trophy, Champions Challenge, World Cup Qualifier, World Cup, Olympic Games Qualifier and the Olympic Games and that England Hockey, Scottish Hockey and Welsh Hockey be eligible to participate in all other tournaments, including continental tournaments".
As such the Home Nations, England, Scotland and Wales would continue to be recognised by the FIH as the independent governing bodies in their own countries with GB continuing its status as an adherent member of the FIH."
At its meeting on 24th September the Welsh Hockey Union Board considered the GB Board's request and it was agreed that before any firm proposal could be put to its membership at the next AGM further clarification in a number of areas is required.
Amongst these areas are:
If the Welsh Hockey Union is to be no longer involved with World ranking tournaments how will qualification for the Commonwealth Games be achieved when this is the currently the only qualification route.
At this stage the Board have not taken any decision and will await replies from the various bodies prior to making the information available to the Welsh Hockey Union membership for their decision at the next AGM in January 2005.

Wales v Belgium 10th - 11th July 2004 - Brussels |

The Welsh Senior Men's Hockey Team travelled to Brussels to play Olympic first reserves and 5th ranked European team Belgium over the weekend. Although both games ended in defeat for the emerging Wales senior men's hockey team (2 - 5 and 2 - 3) coach Mike Williamson can be pleased with much of the progress made by his young side over the past two seasons. Belgium won the first match 5 - 2 and were clinical in most areas. However in the second match Wales certainly deserved a better result but they were given a lesson in finishing and discipline by the experienced Belgians. Wales led 1 - 0 and 2 - 1 then conceded two penalty corner goals while down to ten men after a temporary suspension for disputing an umpiring decision.
Saturday's scorers were Oliver Cooper (PC) and Laith el Khatib (FG) and on Sunday it was el Khatib again and a fine Ben Rogers diving deflected goal from a Rhys Joyce cross.
Wales have a busy season to prepare for in 2005 with the focus on the European Nations B Division Tournament in September played in Rome - the top two sides will gain promotion to the A division and with it a place in the World Cup qualifier in March 2006. |
